How to Combine Scanned Pages Into One PDF (Phone or Computer)
By the UtilityNest team · · 5 min read
The mortgage advisor's email is polite but firm: "Please send your documents as a single PDF." You have photographed every page on the kitchen table, and now your phone holds nine separate pictures, one of them sideways, plus a bank statement that arrived as its own PDF.
Combining scans into one file sounds like a job for expensive software, but it takes a couple of minutes with free tools. The only real decision is which tool fits the files you have.
The short version: if your scans are images (JPG, PNG and so on), put them in order and turn them into one file with JPG to PDF. If they are already PDFs, combine them with Merge PDF. Got a mix? Make the images into a PDF first, then merge everything.
Check what you have first
- JPG or PNG: phone photos and most scanner apps in "photo" mode.
- PDF: many scanner drivers and phone scanning apps save one PDF per page or per session.
- HEIC: iPhone camera photos. Convert them with HEIC to JPG first.
Watch the file names too. Plain alphabetical sorting puts scan10.jpg before scan2.jpg, which is how page ten ends up second.
Turning scanned images into one PDF
- Open JPG to PDF and add all the page images. JPG, PNG, WebP, GIF and BMP all work.
- Click Sort by name, then drag any stragglers into place.
- Rotate the sideways one right there in the list.
- Choose a page size: A4 or Letter for anything that may be printed or uploaded to a portal, or Same as image for a screen-only document. Add a small margin if it will be printed.
- Click Create PDF and download it.
Everything happens in your browser, which matters for IDs, payslips and medical letters: nothing is uploaded. JPG and PNG files are placed into the PDF as they are, without re-compression, so pages look exactly like your photos. Phone photos that carry a hidden rotation flag are read correctly, so they come out upright instead of mysteriously sideways.
A worked example
Nine phone photos of paperwork, around 3.5 MB each, about 31 MB in total. Plus a 4-page bank statement PDF from online banking.
- JPG to PDF, Sort by name, rotate photo 6, page size A4, Create PDF: one 9-page file of roughly 31 MB, since the photos go in untouched.
- Merge PDF: add that file and the bank statement, put them in order, Merge. Now 13 pages.
- Too heavy for email? Run it through Compress PDF on Recommended. Photo-based pages shrink a lot; the typed bank statement stays crisp.
Ten separate attachments, random order, one page sideways, the advisor has to piece it together.
One A4 PDF, pages in order, every page upright, small enough to email.
When your scans are already PDFs
- Open Merge PDF and drop in all the files.
- Drag them into order, or use Sort by name, which sorts naturally so scan-2 comes before scan-10.
- Need only part of a file? Type a range such as
1-2under it. - Click Merge and download.
Pages are copied as they are, so text stays selectable and image quality is unchanged. If a page turns out to be upside down, fix it with Rotate PDF; if two pages are swapped, Reorder PDF Pages lets you drag them back.
Rename your scans with two digits before you start: 01.jpg, 02.jpg ... 10.jpg. Every tool and every computer will then sort them the same way, and you will never send page ten in second place again.
Keep the file a sensible size
Modern phone cameras produce photos of several megabytes each, which is far more detail than a page of text needs. A Letter page at 200 DPI is 1700 x 2200 pixels; at 300 DPI it is 2550 x 3300. Either is plenty to read and print. You can shrink before or after:
- Before: Batch Image Resizer with Fit inside a box of about 2000 pixels brings every photo down in one go.
- After: Compress PDF on Recommended does a similar job on the finished file.
- Crop the table out: Crop Image removes the kitchen table around the page, improving both size and readability.
Scanning tips that make a better PDF
iPhone
The built-in scanner straightens pages and cleans up the background. In Notes, open a note, tap the camera or attachment icon and choose Scan Documents. The Files app has the same option in its three-dot menu. Scanning all pages in one session gives you a multi-page PDF directly.
Android
In Google Drive, tap + (or the camera icon) and choose Scan. Add pages with the plus button before saving and you get one PDF.
Flatbed scanners
For text, 200 to 300 DPI in grayscale is plenty. Color at 600 DPI makes enormous files with no benefit for ordinary paperwork.
Built-in options on your computer
Windows
Select the images in File Explorer, right-click and choose Print (under Show more options on Windows 11). Choose Microsoft Print to PDF and the Full page photo layout. Check the order carefully, and untick "Fit picture to frame" if edges get cut off.
Mac
Select the images in Finder, right-click and choose Quick Actions > Create PDF. Or open them in Preview, arrange the sidebar thumbnails and use File > Print > Save as PDF.
Quick answers
Can I make the combined PDF searchable?
A PDF built from photos has no text layer. PDF to Text can read scanned pages with OCR and give you the text, but making a fully searchable PDF needs OCR software such as Acrobat Pro.
Why are some pages bigger than others?
With "Same as image", each page takes the size of its photo. Choose A4 or Letter for consistent pages, or fix an existing file with the PDF Page Size Converter.
Does this work on a phone?
Yes. The browser tools work in Safari and Chrome on iPhone and Android.
